They said the Amtrak was given verbal approval to take one track but points may have been wrongly set there, sending the Amtrak on to a side track and into the goods train.

Sunday's crash happened at 02:35 local time (07:35 GMT) in the town of Cayce, just outside the state capital, Columbia.

Lexington Medical Center said they received 27 patients with mostly minor injuries. Officials say there are also four buses available to take passengers from the crash to their intended destinations, given they are healthy enough to travel. Lexington County Coroner Margaret Fisher identified the two who died as the following 54-year-old Michael Kempf of Savannah, Georgia and 36-year-old Michael Cella of Orange Park, Florida.

The crash overnight Sunday caused the lead engine and some passenger cars to derail, Amtrak said in a statement.

Railroad companies have until the end of 2018 and possibly two more years afterward to implement PTC. CSX is the owner of the track but Amtrak uses the line.

Anderson said dispatchers at CSX were manually routing trains around 2:45 a.m. Sunday.

The crash is still being investigated.

Walking with a limp, hours later, the Pamlico County, North Carolina, resident said he was dazed and didn't even know where he was when the train finally came to a complete stop.
