Syria talks delegates agree to create constitutional panel

During the talks, Jaberi Ansari and the Syrian dissidents exchanged views on the subjects discussed during the Syrian National Dialogue Congress and explored ways to restore peace and security to the war-stricken Syria.
Participants of the Syrian National Dialogue Congress in Sochi have agreed to establish a constitutional commission comprised of delegates elected at the forum, as well as representatives of groups that did not attend the congress in Sochi. The Russian-backed congress brought together some 1,600 delegates in the Black Sea resort, despite the main opposition group the Syrian Negotiation Commission and Kurdish delegates boycotting the event.
Also on Tuesday, Jaberi Ansari held talks with United Nations Special Envoy for Syria Staffan de Mistura.
It added that a final agreement is expected to be reached in the UN-led Geneva process on the mandate and terms of reference, powers, rules of procedure, and selection criteria for the composition of the constitutional committee.

It was also slammed by some conservative groups, which decried the expansion of "amnesty" for illegal immigrants. The plan would not allow parents of those immigrants to seek lawful status, the officials said.
At the congress in the southern Russian city on Monday and Tuesday - including representatives from Syria and the guarantor countries of Russia, Iran, and Turkey - a proposal to form a constitutional committee was agreed on.
Representatives from various countries and worldwide organizations were also invited as observers of the congress. Russia, Iran and Turkey, guarantors of a Syrian cease-fire regime, were organizers of the congress.
Organisers of the Sochi congress meant to bring together Syrians of all stripes to hammer out a new post-war constitution. "It's not happening in Sochi and it must happen in Geneva", French foreign minister Jean-Yves Le Drian said ahead of the Congress. Afterwards, they gave Turkey the authority to represent it at the summit, said the sources.
