United recently triggered an option to extend Blind's contract to the summer of 2019, but it has been widely believed for several weeks that was purely a move to ensure he would not leave as a free agent at the end of this season and that he would still be sold at the right price.
"I can confirm that Roma want him but Manchester United don't want to let him go on loan, only on a permanent basis in the summer".

It was yet another disappointing end for Conte's side in a cup competition. "We have some time to prepare for the final". The Gunners battle Manchester City in the Carabao Cup Final at 11:30 a.m.
The Giallorossi are known for not being rich, and were therefore interested in a loan deal with option to buy for the Dutch global, who has lost his untouchable status under new Coach Jose Mourinho.
"Italy would be an interesting choice for him, but Manchester United is a huge club that doesn't need to sell players and doesn't need the money".
Mourinho noted in his Monday press conference that there weren't any fresh injuries in his squad ahead of the clash with Tottenham Hotspur but, with this new information in mind, he must have been referring to the group of players he was intending to select from - of which Blind is not one.
Blind has reportedly already agreed to the move in principle, and is now awaiting an agreement between the two clubs. It would take a few days, maybe a week, but they are available a few hours.
