The Jones Act dates back to the 1920s and restricts shipping between American ports to American ships with American crews only, which ends up making it just as expensive to ship things from the U.S.to Puerto Rico as it is to ship from any other port in the world, according to members of Congress who asked the President to lift the restriction. The lack of electricity has also hugely impacted Puerto Rico's clean water supply, and many areas now have no/very limited access. Many people are unable to work or run their businesses because diesel to run generators is in short supply or they can't spend all day waiting for gas to fill their auto. He tweeted that relief supplies are getting through.
"We have hundreds of patients that are either scheduled to get chemo and after that they need to be operated on in four or five weeks", says Escobar.
Within days of the storm's landfall, the Federal Emergency Management Agency, U.S. Department of Defense, National Guard, U.S. Marines and the Coast Guard were on the ground or on their way to the island, federal officials have said. Reporters on the island are resorting to filing stories using satellite phones by dictation, relying on the few places with generators, whatever cell service and WiFi they can find (especially in the capital San Juan) and other broadcasting services like LiveU and FlyAway to get their stories online and on air.

While he'd prefer full repeal, McCain said the exemption would help Puerto Rico.
Republican Sen. John McCain, R-Ariz., agrees the Defense Department should lead the Puerto Rico relief efforts.
