USA officials said the missile hit the water around 60 miles (around 100 kilometers) from eastern Russia's Vladivostok.
"The members of the Security Council agreed that the Security Council would continue to closely monitor the situation and take further significant measures including sanctions, in line with the Council's previously expressed determination", the Security Council said.
North Korea's official Rodong Sinmun newspaper devoted half of its six-page Monday edition to coverage of the missile test, with vivid color photographs of the launch and jubilant leader Kim Jong Un celebrating with military officers.
Describing the missile launch as a "grave provocative act that damages the peace and security of the region and the global community", Inada relayed to her counterpart Japan's intention to beef up its cooperation with the new South Korean government under President Moon Jae In. Moon chaired an emergency meeting of security advisers early Sunday, within hours of the missile launch.
There's also a political victory for North Korea.
In a unanimous statement backed by China, the council stressed the importance of North Korea "immediately showing honest commitment to denuclearisation through concrete action".
China Foreign Affairs University worldwide relations professor Su Hao said North Korea had "to be held accountable and pay the price" for violating United Nations resolutions. While North Korean's arsenal of missiles is becoming clearer, there is less certainty about how developed its nuclear program is. No date has been set, but a US delegation planned to meet with South Korean officials Monday in Seoul to lay the groundwork for the meeting, according to the Yonhap news agency.
The Russian Defence Ministry said on Sunday that the missile crashed into the Sea of Japan around 500 km (310 miles) off the Russian coast.
North Korea is banned under United Nations resolutions from engaging in nuclear and missile development, but has conducted its fifth nuclear test and a string of missile launches since the start of past year.
Facebook in new drive to tackle issue of fake news
United Kingdom users were already served up warning notices at the top of their "news feed" to supposedly help them to flush out hoax posts.
North Korea has never launched a missile that can fly across the Pacific.
However, the United States military's Pacific Command said on Sunday the type of missile that was sacked was "not consistent" with an ICBM and South Korea's military played down the North's claim of technical progress on atmospheric re-entry.
China is under pressure to take stronger measures to persuade its communist ally to abandon its nuclear ambitions.
North Korean propaganda must be considered with wariness, but Monday's claim, if confirmed, would mark another big advance toward the North's goal of fielding a nuclear-tipped missile capable of reaching the USA mainland.
Each new nuclear and longer-range missile test is part of the North's attempt to build a nuclear-tipped intercontinental ballistic missile. That would put it in reach of the USA territory of Guam.
What has North Korea been saying?
UN Secretary-General Antonio Guterres condemned Pyongyang over the missile launch and urged it return to denuclearisation.
While Trump has said he'd be "honored" to talk Kim under favorable conditions, Haley seemed to rule out the possibility.
North Korea, which has a history of conducting provocations in a bid to boost its leverage, has agreed in the past to suspend its nuclear program in exchange for aid and diplomatic rewards.
U.S. President Donald Trump warned in an interview with Reuters this month that a "major, major conflict" with North Korea was possible.
