The Portuguese will probably have to break the world record fee he paid for Paul Pogba from Juventus last summer to land Lukaku, who played for him at Chelsea.
The main issue in the new contract is thought to be the release clause.
Antonio Conte wants to bolster his attack with a new signing this summer and has also targeted Alvaro Morata after missing out on the Real Madrid striker previous year.
Last week that expectation looked to have been realised when Everton's major shareholder was quoted as saying a five-year contract had been agreed. His strength on the ball makes him especially deadly, but there's no doubting his ability to finish, with his 64 per cent shot accuracy the highest in the Premier League among strikers who have taken 45 shots or more.
The former Liverpool centre-back recently met up with Lukaku and is loving the way he's messed Everton about.
These are all traits Lukaku has shown in recent times - a move to Chelsea would be flawless in developing him as a player, and indeed taking him to the next level.

Press Association Sport understands further developments have now apparently seen the player inform the club after training on Tuesday that the new contract would remain unsigned.
"If you can't bring other [big name] players into the club you might lose a very, very talented manager".
However, with Manchester United struggling to break into the top four and with the possibility of them missing out on Champions League football next season, Lukaku could snub them.
"He has two-and-a-half years left on his contract and the new, improved contract is recognition of what he's done for the club. No-one should worry, he is our player".
