"The suspect is getting the better of the trooper and is on top of him", Milstead said as he described the incident to reporters, "striking the trooper's head on the pavement".
The motorist, whose identity is being withheld, is credited with saving the life of Trooper Edward Anderson after he had been shot in the right shoulder and chest on Thursday morning, said The Associated Press.
The investigation is in its preliminary stages, Milstead said, and authorities do not know why the state trooper was attacked.
Of question is how many vehicles the suspect shot at before the wreck and shooting the officer.
"My trooper would not be alive without his assistance", Department of Public Safety Director Frank Milstead said.
Meanwhile, the trooper, who has been identified only as a 27-year law enforcement veteran, was awaiting surgery Thursday afternoon. Both the suspect and the woman who was ejected from the vehicle in the crash died as a result of their injuries. A woman lay on the ground, apparently ejected from her vehicle.
"A physical fight between our trooper and that suspect then ensued, at which time the suspect was shot and killed", DPS Capt. Damon Cecil said.

Investigators were trying to determine how the rollover happened and whether the suspect was involved with the initial report of gunshots, officials said.
"Hello, officer down, officer down outside Tonopah", Schober told the dispatcher, using the officer's radio. He ordered the other man to stop attacking the state trooper, Milstead said, and when the man did not, he opened fire.
The suspect died as a result of his injuries and, although he faces a long recovery, the trooper is expected to be okay, according to the Arizona Department of Public Safety. It could have been worse for the officer had a "Good Samaritan" not been there to save the day. But he was clear about one thing in particular, saying: "We do know that the citizen who stopped and assisted our trooper absolutely saved [the trooper's life]".
A Good Samaritan who noticed the altercation pulled over and asked the officer whether he needed help, to which he said yes.
The trooper is now in stable condition.
The incident took place west of Phoenix.
